An extended theory of planned behavior (TPB), which includes perceived government support and perceived environmental concern, is used as the predictor model. A total of 240 questionnaire data, gathered from citizens of Indonesia, was analyzed by using structural equation modeling. The analysis result shows that the TPB model revealed 60 percent of citizens’ BI in EIA participation. Another finding revealed perceived behavior control as a key determinant factor.
